CGA INTRODUCES UPDATED RESPONSIBLE GAMING POLICY FOR LICENSED OPERATORS
The Curaçao Gaming Authority (CGA) has published an updated Responsible Gaming Policy that will apply to all B2C operators under the National Ordinance on Games of Chance (LOK).
The new policy requires operators to take immediate and proactive actions to protect players and promote safer gaming environments.
To begin with, all operators must verify that players are at least 18 years old, using methods like government-issued IDs, date-of-birth checks, and in some cases, payment verification.
Additionally, key responsible gaming information must be clearly and easily accessible on websites or mobile apps, including a direct link to the Responsible Gaming Policy from the homepage and within the Terms & Conditions.
Operators are also asked to encourage players to assess their gaming habits with tools such as the Gamblers Anonymous quiz, while they are required to monitor player behaviors like deposit amounts and gaming session lengths.
By identifying risky gaming patterns early, operators can intervene to prevent harm, and through options such as cooling-off periods (ranging from 24 hours to three months) and self-exclusion measures that span from one year to permanently, players will have a greater degree of control over their gambling.
The policy also mandates that operators introduce deposit limits. Players can set these on a daily, weekly, or monthly basis and any request to increase these limits will be subject to a mandatory seven-day waiting period.
The CGA is consulting with the broader sector—including current and potential license holders—on this policy until 5th March 2025, in accordance with Article 12.1(4) of the LOK. In accordance with Article 12.1(4) — as no designated representative organisations have yet come forward—the CGA is inviting the broader sector, including current and potential license holders, to share their feedback before the final policy is fully implementedNew applicants will need to upload their Responsible Gaming Policy as part of their application when the Licensee Portal reopens in mid-March.
Existing provisional license holders, however, must update and submit their policies no later than 31st March 2025.
