CURAÇAO GAMING AUTHORITY CLARIFIES SUPPLIER LICENSING AND REGISTRATION REQUIREMENTS UNDER THE LOK
The Curaçao Gaming Authority (CGA) has issued an important clarification regarding supplier licensing and registration requirements under the National Ordinance on Games of Chance (LOK), providing greater certainty for both gaming licence holders and suppliers operating within Curaçao’s evolving regulatory framework.
The clarification confirms that the requirement to obtain a CGA supplier licence applies only to suppliers established in Curaçao. Suppliers established outside Curaçao are not required to hold a Curaçao supplier licence. However, foreign suppliers providing critical services or goods to holders of a Curaçao gaming licence will be required to register with the CGA by 24 December 2026.
This guidance comes as the two-year transitional period introduced under the LOK approaches its conclusion. From 24 December 2026, the supplier licensing and registration requirements will become fully mandatory and enforceable.
What this means
Suppliers established in Curaçao must:
– hold a valid CGA supplier licence; and
– be registered with the CGA.
Suppliers established outside Curaçao must:
– be registered with the CGA if they provide critical services or goods to Curaçao licence holders. A Curaçao supplier licence is not required.
B2C gaming licence holders will only be permitted to engage suppliers that are registered with the CGA once the transitional period has ended.
Under the CGA’s current policy framework, critical services and goods include, amongst others, RNG game manufacturers, live dealer studio providers, poker and peer-to-peer software suppliers, lottery providers, sportsbook software suppliers, bet capture and settlement providers, sports betting line and odds providers, and game aggregators. The CGA has confirmed that these categories may be expanded or amended over time.
Key compliance dates
– 1 September 2026 – Recommended deadline for Curaçao-based suppliers to submit supplier licence applications.
– October 2026 – Expected opening of the CGA supplier registration process for both local and overseas suppliers.
– 24 December 2026 – End of the LOK transitional period, when supplier licensing and registration requirements become fully enforceable.
Preparing for compliance
The CGA has urged both gaming licence holders and suppliers of critical services or goods to begin preparing now to ensure full compliance before the transitional period expires.
